UK nicotine rules for adult shoppers: what’s already law, what’s coming in late 2026 — a calm late-2026 shopper timeline for adults who already buy vapes or nicotine pouches and want the main dates in one place.
This is a practical shopping briefing only — not legal advice, not a full compliance manual for retailers, and not medical advice. Nicotine is addictive. Rules and guidance can change — always check the live GOV.UK pages linked below and the product page for the item in your basket.
Quick Answer:
- Already in force: the UK ban on sale and supply of single-use vapes (from 1 June 2025) and the familiar consumer limits on tank/cartridge size, refill containers and nicotine strength.
- Coming in October 2026: Vaping Products Duty from 1 October 2026; a government consultation on packaging, appearance and display closing 2 October 2026; and from 29 October 2026 a statutory age-of-sale of 18 for all vaping and nicotine products (including nicotine pouches).

1) What is already law
Single-use vapes ban (from 1 June 2025)
The UK ban on the sale and supply of single-use vapes has been in force since 1 June 2025. For adult shoppers, that is why today’s catalogue emphasises rechargeable prefilled kits, refillable devices and nic salts — not disposable “throwaway” pens.

Consumer product limits (still the everyday shopping frame)
Under UK consumer vaping regulations, e-cigarette tanks and nicotine-containing cartridges are restricted to a maximum capacity of 2ml, nicotine-containing refill containers to a maximum of 10ml, and nicotine strength to a maximum of 20mg/ml for consumer products in that regime. Those limits shape how prefilled and bottled products are listed on Vapeloxa.

Adult shopping on Vapeloxa today
Vapeloxa restricts nicotine and vaping products to adult customers. Store age checks sit alongside the wider late-2026 statutory age-of-sale update for nicotine products such as pouches — they do not replace whatever statutory age-verification requirements apply from 29 October 2026.

2) What’s coming in late 2026
1 October 2026 — Vaping Products Duty
HMRC’s Vaping Products Duty takes effect from 1 October 2026. It is an excise duty on vaping liquid (whether the liquid contains nicotine or not), charged at a flat rate of £2.20 per 10ml on the published measure. Duty stamps begin appearing on retail packaging for new stock from that date.
For adult shoppers, the practical points are simple: expect duty-stamped packs on new supply, and understand that duty can affect retail prices over time. Wholesaler and retailer handling rules (including a transition period for some older unstamped stock until 31 March 2027) are set out on GOV.UK — this page is not a tax guide.
2 October 2026 — packaging consultation closes
The DHSC consultation on tobacco and vapes: packaging, appearance and display closes at 11:59pm on 2 October 2026. It asks for views on proposals that could later affect packaging for vaping and nicotine products, device appearance and retail display. Consultation proposals are not yet final packaging law. Final rules, if made, will follow after government considers the responses.
Read the official GOV.UK consultation.
29 October 2026 — age of sale for vaping and nicotine products
From 29 October 2026, UK guidance and the Tobacco and Vapes Act framework make it an offence to sell vaping products or nicotine products to anyone under 18. For nicotine products this includes, among other formats, nicotine pouches. In England, Wales and Northern Ireland this extends the previous nicotine-vape-focused picture to a wider set of nicotine products; Scotland already had broader vape age rules and aligns nicotine products into the same late-October update.
From 29 October 2026, retailers must follow the applicable statutory age-of-sale and age-verification requirements in force at that time. Customers may be asked to provide evidence of age. Confirm the live GOV.UK selling guidance as detail is updated.

What this does not change overnight
- It is not a ban on adult vaping or adult nicotine pouches — late-2026 measures are mainly duty, age-of-sale alignment and (separately) packaging proposals under consultation.
- Consultation ≠ finished packaging design law — do not treat draft proposals as the pack you must buy tomorrow.
- Duty is charged in the supply chain — shoppers see stamps and prices; they are not expected to calculate HMRC returns.
- Smoke-free generation tobacco rules from 1 January 2027 (sale of tobacco / related items to people born on or after 1 January 2009) are a separate tobacco timeline — listed here only so it is not confused with the October vape/nicotine dates.

Common mix-ups
- Thinking pouches were “unregulated forever” — from 29 October 2026, sale of nicotine products including pouches to under-18s is prohibited under the updated age-of-sale rules.
- Mixing duty into “ban” language — duty taxes vaping liquid; it does not ban adult purchase.
- Treating packaging consultation text as live law — the consultation closes 2 October 2026; final regulations come later if made.
- Confusing 1 Oct duty with 29 Oct age rules — two different calendars in the same month.
- Assuming every branded pack disappears on 1 October — stamps and stock transitions run on HMRC timelines, including the unstamped grace window into early 2027 for eligible older stock.
FAQ
Are single-use disposable vapes still legal to sell in the UK?
The ban on the sale and supply of single-use vapes has been in force since 1 June 2025. Adult shoppers should expect rechargeable / refillable systems on reputable UK retail shelves instead.
What is Vaping Products Duty?
It is a UK excise duty on vaping liquid from 1 October 2026, published at £2.20 per 10ml, applying whether or not the liquid contains nicotine. Duty stamps apply to new stock under HMRC rules. This is not a shopper tax return — it is collected in the supply chain.
Will nicotine pouches become 18+ only from 29 October 2026?
From 29 October 2026, it will be an offence to sell vaping or nicotine products — including nicotine pouches — to anyone under 18. Vapeloxa already restricts these products to adult customers. From that date, UK retailers must comply with the applicable statutory age-of-sale and age-verification requirements. Customers may be asked to provide evidence of age.
Is the packaging consultation already the final design law?
No. The consultation on packaging, appearance and display closes on 2 October 2026. Proposals are for comment; final rules, if introduced, follow later.
Will shelf prices change because of duty?
Duty can feed through into retail pricing over time. Exact prices always depend on the live listing — check the product page when you buy.
Does this page replace GOV.UK?
No. Use it as a calm late-2026 shopper timeline, then confirm details on the official sources linked below. Rules can be updated — especially around 1, 2 and 29 October 2026.
Where should I shop on Vapeloxa after the disposable ban?
Start with prefilled pods or vape kits, or read the format chooser. For oral nicotine, see nicotine pouches (existing adult nicotine users only).
